The genus Phaonia Robineau-Desvoidy, 1830 belongs to the family Muscidae of Diptera. It is the largest genus of Muscidae, about 820 species widely distributed each of the zoogeographic regions. In the first time, 621 species(except for 9 species of type specimen overseas are waiting for checking) of the genus Phaonia in China and adjacent countries are classified into 17 groups and 25 subgroups(newly established 8 groups),using combination of external morphology and male terminalia methods, based on Ma et al.(2002), which established 38 groups and 18 subgroups. Groups of the new system are:P. lugubris group, P. jaroschewskii group, P. rufipalpis group, P. laeta group, P.consobrina group, P. rufiventris group, P. angelicae group, P. magnicornis group, P.angulicornis group, P. glauca group, P. serva group, P. tuguriorum group, P. gobertii group, P. trimaculata group, P. acerba group, P. latipalpis group, P. fuscata group. This article established male terminalia’s model figure of each group in the first time, summarized to the characteristic of each groups, gave a key to the groups of genus Phoania from Palaearctic and Oriental Regions, keys to the each groups and distribution of each species; found 18 new species, gave the description characteristic of external form in appendix and drew external form and terminalia figures. Three of them P.gaoligongshanensis Xue et Yu, 2015, P. hongkuii Xue et Yu, 2015 and P. zhangxianggi Xue et Yu, 2015 have been published, the others are waiting for publishing. The research reported that P. longipalpis Feng et Ma, 2002 which reported in “Fauna Sinica Insecta”and P. longipalpis Emden, 1965 which reported in “The Fauna of India the Adjacent Countries” are homonym(the former have been revision). The research reported a redescriptions species, which is P. bambusoida Ma, 2002, and two new record species in China, which are P. longipalpis Emden, 1965 and P. mystica(Meigen, 1826). So far, more than 830 species of the genus Phaonia have been known all over the world. 621 species from Palaearctic and Oriental Regions, which account for 74.8% of the species worldwide. 418 species(including 15 new species) from China, which account for 50.4%of the species worldwide. The whole article contains 100,000 words, 93 frames, 19 territories, 146 references. The type specimens of 18 new species are all deposited in the Institute of Entomology, Shenyang Normal University(IESNU), Shenyang, China.
