On the background of global climate change, extreme weather events occur frequently worldwide. Meteorological disasters cause huge losses on the national economy, public life and property. In China, meteorological disasters cause about 430 million people affected, more than 2300 people dead and ¥300 billion economic property lost, which accounted for 0.96% of total GDP. Public weather services are increasingly becoming an important public service resources. The influence of meteorological condition on the agricultural production is one of key factors in agriculture. Therefore, such comprehensive meteorological services platform is desperately needed in the prenatal, intrapartum and postpartum of agricultural production. The usefulness of the platform is mainly reflected in that the design of the system function can really provide help for the production of daily life to solve practical problems, and can adapt to a wide range of needs.In the paper, research on status both at home and abroad on meteorological service is done firstly, Summary the current agriculture meteorological service that we are more concerned about and close to the life and production as the main content of the construction of meteorological service system; secondly, select specific technology for meteorological service platform construction; make system analysis for agricultural meteorological service platform on its feasibility, running environment and demand, and make detailed analysis through the case diagram; then make overall design and detailed design of database and each system module according to the system analysis, explain the realization of the system function, and analysis the main algorithms and the difficulties in program development process; finally, system test on the meteorological service platform has been carried.
