| At present,the equalization of public services is one of the key contents of our government's work.The equalization of public meteorological services is an important part of the equalization of public services.It plays an important role in effectively preventing and mitigating meteorological disasters and ensuring the safety of people's lives and property.In recent years,disastrous weather,such as high temperature,drought and rainstorm,has occurred frequently in Shaanxi Province,which has resulted in great loss of people's lives and property.Especially in the vast rural areas,the losses and impacts are more serious.In this context,it is of great significance to study the satisfaction of the equalization of urban and rural public meteorological services in Shaanxi Province.Based on the theory of fairness and justice and the theory of public policy evaluation,this thesis first defines the goal of urban and rural public meteorological equalization in Shaanxi Province by means of CATI,then evaluates its equalization level through satisfaction survey,finally summarizes and analyses the existing problems and causes of urban and rural equalization,and puts forward some suggestions to promote equalization.The main conclusions are as follows:(1)The goal of the equalization of urban and rural public meteorological services in Shaanxi Province is to equalize the access of urban and rural residents to services.In specific operational applications,public satisfaction can be used to assess the equality of opportunities.If the satisfaction level of urban and rural residents to public meteorological services is not very different,it can be considered that the basic realization of equal opportunities,otherwise it means that there is no equal opportunities.(2)The selected indicators include six indicators,such as the satisfaction of meteorological services and the accuracy of weather forecast.The scores of these indicators are obtained by visiting urban and rural residents in the provincial cities.The results show that the satisfaction of urban residents is 91.02,while that of rural residents is 87.23,which confirms that there are some problems in the equalization of urban and rural public meteorological services.(3)The problems existing in the equalization of urban and rural public meteorological services include the low level of urban and rural equalization,uneven disparities in the equalization of services and inadequate construction of Agrometeorological services.The reasons include not only external factors of financial system,but also internal factors of meteorological departments themselves.China-style fiscal decentralization not only leads to insufficient supply of public services in local governments,but also,more importantly,leads to unequal supply of public services in urban and rural areas.The micro-factors include the predicament of meteorological department development,insufficient construction of early warning and defense system for meteorological disasters and unbalanced investment in internal construction of meteorological department.At the end of this thesis,six suggestions are put forward to promote equalization.Firstly,we should change the functions of the government and improve the public financial input system for public meteorological services.Second,we should strengthen social participation,take government organization and management as the leading role,and coordinate and cooperate with multiple subjects.Three is to promote the "Internet + agrometeorological service",and use modern Internet information technology as soon as possible to narrow the gap between public and meteorological services between urban and rural areas.Fifth,the provincial agrometeorological service platform should be added to improve the comprehensive level of agrometeorological service through integration.Sixth,we should adjust the distribution channels of urban and rural meteorological information so as to make it more in line with the public's use habits. |
