GIS is an important component of most E-government systems. The Integrating of office and GIS seamlessly, which means integration of map and information has important practical value in E-government system. With advisement to many aspects such as security, world countries are more and more not satisfied with Windows and turn to use Linux with opening source codes in E-government areas. And then Linux was developed rapidly in the E-government systems in many countries, including China. However, GIS in Linux lags badly. So research on GIS in Linux is very significant for the E-government systems. On this paper an E-government system based on GIS Web Services is proposed to integrate office and GIS seamlessly in E-government systems on web as well as integrate heterogeneous systems and cross platforms systems. Research details follow by:1 .The idea and key technologies for implement of GIS Web Services. This paper studies the technologies used to implement Web Services on GIS.2.The Practice to implement GIS Web Services in Windows.Based on .NET this paper will research how to implement GIS Web Services in Windows.3.The Practice to implement Web GIS and GIS Web Services in Linux.Web GIS includes spatial database, Web GIS Engine, and so on. Currently it is no any material research on GIS Web Services in Linux. This paper will study how to implement Web GIS and GIS Web Services in Linux in detail.4.The application of GIS Web Services in E-government systems. On this paper GIS Web Services technologies are applied to E-government systems. An approach is explored to solve how to integrate office and GIS seamlessly in E-government system on web and how to integrate heterogeneous systems and cross platforms systems.
