The purpose of cadastral survey is to verify nature of land property, usage status and accurately measure the practical location of abuttals. Through cadastral survey, obtain the accurate date on the overall shape, graphic locations and areas of land, in order to lay solid foundations for future implementation of cadastral survey, make technical preparations and provide legal evidence for improving cadas tral management and services. In China, cadastral survey requires registration for information on obligees, usage rights and location etc. In order to conduct such land registration, accurate depiction and records should be made concerning rights and abuttals status of each land. In China, cadastral survey contents can be summarized as rights investigation and cadastral survey.The first land survey in China was conducted in May,1984. Due to the relatively backward technological levels at that time, basic maps or drawings were ordinary aerial photography pictures of different scales and some photographic images. Field data collection was mainly completed by opto-electronics total stations. It involved low measurement speed, intense workload. Especially in residential areas with high density of buildings and bad intervisibility, data collection on detail points were extremely difficult. Due to limited technical conditions, most results were compiled on paper materials. They caused a lot of difficulties in results management and usage. With the rapid development of science and technology, 3S technology has been widely used. It also provides rational and scientific solution schemes for digitization of cadastre surveys in China.Based on the project of “ Shuanglu County Cadastre Survey ”, working features of cadastral surveying and mapping, the paper uses GIS software to edit RS data images, make survey base maps and control points distribution map. It also uses GPS to conduct control measurement and collect field data, and GIS software to set up data bank of “ Shuanglu County Cadastre Survey ”. Through above research, the paper concludes the working methods and technical process of 3S technology in rural cadastral survey.To sume up, the paper achieves the following research results:1: Application of remote-sensing images in cadastral survey: use GIS technology such as Arc GIS9.3 to compile DOM images. Based on this, map signs of land type in rural data bank are added. Cadastral surveying base maps are also noted and recorded, which will be used by field cadastral researchers to conduct survey on land properties. It can also be used in selecting locations of control points and traffic routes in different regions, so as to greatly enhance efficiency of field work.2.Application of GPS in cadastral mapping: it studies GPS control and measurement, GPS, and RTK field cadastral data collection. It also adopts reasonable ways to enhance measurement accuracy. The paper analyzes how to avoid errors in detailed points collection of cadastral measurement, in order to reduce measurement errors and mistakes through quality checking methods.3. Application of GIS software in setting up cadastral data bank. The research adopts relevant GIS software to set up cadastral data bank, such as introduction of external data, compiling and arranging data, including supplementing various attribute of terrestrial objects, modifying topological errors and attribute mistakes, cadastral statistics and cadastral map output.Through application research on 3S technology in cadastral surveys, the paper indicates that 3S technology is an indispensable technological support. It is completely integrated in to the whole working procedures of cadastral surveys. 3S technology also plays a significant part in right surveys, cadastral mapping, and data bank establishment. Research achievements demonstrate important theoretical, industrial and practical significance.
