At present, due to the industrial wastewater, municipal sewage and agricultural sewage, the water environment has been seriously polluted. The water environment protection issues was paid more and more attention for the society community groups and the relevant departments. Although environmental protection consciousness was constantly strengthened, the management method was relatively backward, especially in the lack of effective treatment of water environment monitoring. According to water environmental events involved a wide range, enforcement arduous tasks and office mode single characteristics, combined with information technology and the actual business needs to built a reasonable and efficient water environment monitoring system which based on GIS technology, enforcement scene from the law enforcement officers, enterprise sewage info and sewage treatment plant monitoring data were grasped by a real-time, scientific rational analysis to deal with water pollution incident.Based on the current situation and actual business needs of water environment monitoring, according to the domestic and foreign research status of mobile GIS, which putting forward monitoring system platform architecture. Through the functions of the mobile terminal, server and management terminal were detailed analyze, to explore the selection, design and implementation of the key technology in the system. Selecting the Android platform as a mobile law enforcement terminal, through the GIS technology to realize the map browsing, positioning and pollution enterprise information query. Based on the network resources of server terminal, combined with Service Web technology to achieve the law enforcement field data entry, save and upload.through the information was sorting and classification on the mobile terminal of the management, the composite index evaluation was introduced to determine the pollution degree of the water quality of the sewage enterprise.Through the monitoring data was statistics of the sewage treatment plant and the water quality index was understand quickly, to achieved a reasonable enforcement system with mobile terminal, server and management terminal were combination. The system will be information technology, science and technology, standardization to the traditional law enforcement model, which simplify the process of law enforcement, improve the efficiency of law enforcement, making the whole process of law enforcement more reasonable and open.To choose the Android+ server of +B/S mode in the process of the water environment monitoring was the innovation, which the function was data update, query, monitoring and analysis.The model has the characteristics of strong scalability, and convenient to re integration and development, To achieved the purpose of environmental law enforcement cooperation between departments, and to achieved the effect of data resource sharing, to promoted the development of water environment information construction.
