"Spring city", Jinan, Shandong province is a famous city in China even in the world. Its southern mountainous district has been a pregnant region for water and soil. In this thesis, the theories and technologies of remote sensing, GIS, ecology, environmental science and systematic science are comprehensively applied for the research of regional eco-environment situation and its law. The regional land cover information is extracted from the satellite remote sensing imagery in 1987,2001 and 2006. The eco-environmental evaluation factors in the research area are derived. The change of land cover information during 1987,2001 and 2006 as well as soil erosion condition, the relation between soil erosion and DEM are analyzed. Based on GIS technology, an information system and a spatial database concerned have be developed and applied to the eco-environment assessment. As a consequence, the clean first productivity, self-restraint water, the value of soil reserves, keeping C, releasing O2 and purification of environmental function value have be derived, In addition, the comprehensive assessment of eco-environment system service functions is carried out. The comprehensive indexes of eco-environment assessment are established. Some kinds of thematic maps which can express the eco-environmental change have be compiled and used. The functions and availability of the eco-environmental evaluation information system have been verified using the practical data in this area. Finally, the eco-environment functions in the area are analyzed and forecasted, the eco-environment problems are discovered and some measures have been suggested in order to improve the regional eco-environment conditions and promote the regional sustainable development.
