Songhua River runoff is long, flows through the area is wide, is one of the most important rivers in the northeast region of china. Because the runoff of Songhua River is long, it is managed by subsection management mode. But because the Songhua River basin water environment is involved in a wide area, water environment management departments and industry. Currently Songhua River water environmental governance although have used the information technology to carry on the analysis, but departments of water environment governance related data dispersed in each sector management, lack of a unified management tool to implement the sharing and management of the water environment governance related data, resulting in Harbin section of Songhua River water environment information distributed storage in business or government departments.
