At this stage, in the field of the waters, the contradiction between outdatedtechnology management and the rapid development of water conservancy constructionof ever havebecoming an increasingly prominent.It is seriously affected the waterdepartment's management efficiency and service levels, and because the gaps and lackof the river basin governance and Soil and Water conservation,it is leading to seriousdamage to watershed ecology, making the soil erosion, accelerated the river, lake bedsediment deposition, reducing the rivers and lakes of floodwater storage capacity,making the waters of the phenomenon of frequent disasters, Studing the GIS andtechnical problems of water management, promoting the development andconstructionof Water Management Information System,achieving the information ofwater-based,s digitization management and for future water dynamic management ofintuitive decision-making basis, to provide water properties of spatial data browsing,query, statistics and analysis capabilities, in line with the current socio-economic urgentneeds of development and has important practical significance.This article is based on the requirements of water management departments, inYueqing City of Zhejiang Province as the study area, take the project of GIS-basedWater Management Information System of Yueqing City as the research objectives, useof the existing theories and methods, according to the relevant technical norms andstandards of state and Zhejiang Province, through the application of MapInfo softwareand relational database Oracle9i to build water management information system ofYueqing City, to research the construction of GIS-based watershed managementinformation system,in order to give a certain guidance to other parts of the constructionof water management information system, to improve the efficiency and quality of thewater management departments.Of through access to the research theory and research methods of domestic andforeign scholars;the article carried out a detailed analysis for spatial data models,watershed management spatial data acquisition, organization and managementtechniques; the article followed the construction reality of the GIS and water management of domestic and foreign in today's, the article combine with the project ofGIS-based Water Management Information System of Yueqing City,ZhejiangProvince,conducting a needs analysis system construction, in this based on the overallwater management framework for the rational design system, design the systemmodules, in-depth study of GIS related spatial database based on the theory andtechnology, the system database design, database management systems, including thechoice of the basic requirements for database design and database design processes;elaborated a systematic study of methods and techniques of line; combining the latestGIS development of technology selection system development, the developmentplatform and development tools, the use of MapInfo technologies and Oracle9iDatabase technology, the establishment of watershed management information systemYueqing, Yueqing City, the ultimate realization of the watershed managementinformation system management of the function.Practice shows that the technology program of using Orcale9i as to the spatialdatabase management platform of the waters and MapInfo Profession as the platformfor spatial data entry of the waters is reliable, practical results improve the efficiencyand service levels of water management, the paper closely combines with the author'swork and the actual production management experience, it can provide a reference forthe project,s construction of water information management of similar and lookingforward to have a reference and guidance for other project implementation of waters ofsimilar of domestic.
