This paper based on the mid-term study of the lesson belonging to The Hydraulic Bureau and Water Resources Management Office in SongYuan. The research realm of this thesis belonged to the cross-research of Geology Science, Hydraulic Engineering, Environment Science, System Engineering, and Modern Calculator Application .Its research reflected the organic combination of each course theories foundation and application technologies above .On the basis of the present condition of the domestic and international research , and the water resources and environment of SongYuan, this paper set out from the system and total information theory, utilized the Visual Modflow to analyze, correlate and synthesize the vertical and horizontal information of the aquifar multi-layer medium, and established the water system of multi-layer medium, the circulation and pollution system of groundwater, and the three-dimensional numerical simulation management system of the water quality and flow of the groundwater . The establishment and application of this system , will improve the groundwater resources management in SongYuan from the two-dimensional information of the traditional simple aquifar into the new stage of the three-dimensional total information management, from the simple water flow management into the frontier of the water resources and environment general management. Thus can change thoroughly the present condition of water resources management in Son Yuan , abolish the traditional single element factor management methods of qualities and semi quantitative, establish the neotype management mode of systematization , information , visualization and optimization, and realize the new breakthrough in the integrated management of groundwater resources exploitation with environmental protection and the dynamic management technologies .The predominance of this management system is that it can swiftly and exactly settle some important problems that are common but hard to resolve in groundwater resources management of SongYuan .Such as three-dimensional numerical simulation and predication ,the groundwater circulatory and pollution system, the groundwater resources evolution( district, river basin , layering, the zoning evaluation), the program alternatives of the groundwater exploitation ( the estimate evaluation to the present condition exploitation program , to extend exploitation program ,and to program the watershed exploitation program , the optimization of exploitation program etc.) and the establishment of the environment protection measures of groundwater resources etc. This provides he integrated management of the groundwater resources exploitation ,protection and environment in SongYuan with advanced theories, techniques, methods, modes and offers the water resources management sample plate with setting up systematize, modeling, calculating and visualizing. This also expands the new path of the groundwater resources management and offers guarantees for sustainable exploitation of the groundwater resources. It has an important theoretical meaning with the practical value.The research target of this thesis is, that the study result is to set up the integrated management of the groundwater resources exploitation and protection for" sample plate", to expand the new path, and to provide a set of integrated management theories, methods and modes matching the lasting development strategic requirements of the 21 centuries .The result is to make the water resources management of SongYuan soon realize the modernization , the normalization, the scientific ,the calculator, and further step in the top of the national water resources development and protection integrated management.The investigative technique route in this thesis is, data collecting, sorting, the domestic investigation - field investigation and testing, formatting the work outline - researching the groundwater background environment (nature geography, geology, hydrochemistryenvironment) -groundwater environment evolution- (nature geography , aquifar system ,...
