The shortage of water resource has become the restriction factor of development in most places of China, especially in coastal areas. With reference to international experiences, strongly developing seawater desalination is the most direct and effective way. Currently, water-deficient coastal areas are vigorously promoting the development of seawater desalination to solve the shortage of water resource.Caofeidian, as the Growth Pole in development of Bohai bay economic zone, is also facing the shortage of water resource, cause the massive consumption. The objective of this paper is to analyse water resource shortage of Caofeidian, put forward a suitable schematic design of seawater desalination for Caofeidian. the study of this thesis is not only providing a scientific implementation reference for Caofeidian’s seawater desalination project, but also other coastal areas, providing a reference method of benefit analysis and study for other seawater desalination projects. This thesis adopted the research methods of literature research,questionnaire, quantitative analysis. This thesis builds on a large number of excellent access to domestic and foreign literature about the project benefit analysis of seawater desalination. First, after the investigation and analysis of total amount of water resource in Caofeidian, the conclusion is that surface water resource cannot sustain the water demand of recent developments. Secondly, through analysis of the mainstream technology of seawater deslination at home and abroad, well the nature condition and industrial base of Caofeidian, put forward a suitable schematic design of 1 millon tons/day seawater desalination project for Caofeidian, to meet the water demand. Thirdly, according to the selected analysis indicators, analyzing the expected economic benefits of profitability, solvency, project uncertainty of 1 millon tons/day seawater desalination project. Lastly, the conclusion is, the 1 millon tons/day seawater desalination project is essential for Caofeidian. The schematic design has preferable profitability, solvency, financial risk tolerance, economic benefits and feasibility.
