In recent years, many large-scale seawater desalination projects completed andput into production. The comprehensive utilization of by-product high salinity brineattracted the attention of people. Over the years, concentrated seawater resources havenot been fully utilized, and they often end up into the sea, which not only causes awaste of limited resources, but also poses a great threat to the fragile marine.Therefore, the comprehensive utilization of the byproduct concentrated seawater isvery necessary. Cang power is a large-scale power generation enterprise in ourcountry to use seawater desalination. This paper makes the concentrated seawatercomprehensive utilization project as the research object, trying to make acomprehensive study on the new product market demand, economic and socialbenefits in order to provide theory and practical basis for such project investmentdecision-making.Based on the analysis of literatures about technical and economic evaluationhome and abroad and combined with the characteristics of the project, this paperanalyzes the market demand and competitiveness of the project product potassiumchloride, bromide, liquid salt and seawater magnesia(Magnesium Oxide). And thispaper analyzes the technology form the aspects of process technology, productionequipment, site selection, energy saving and environmental protection. Based on thepreliminary technical and economic analysis, it concludes that in the current marketconditions, salt and magnesia investment should be deferred and select theconcentrated seawater extracting potassium chloride and bromine the two sub projectsas the investment portfolio, and make the financial evaluation of the portfolioinvestment project and analysis its anti risk ability, the results show that the portfoliocan obtain good economic effect. Finally, evaluate the social benefits by using themethod of fuzzy comprehensive evaluation based on analytic hierarchy process.Through the analysis of the technology and economy of the project, it can drawthe conclusion that potassium chloride and bromide project extracted from rawmaterial concentrated seawater is feasible from the view of technology, economy andsocial benefits. The research can provide scientific basis for investors to make theright investment decisions.
