Application Of Surveying Technology For The Registration And Certification Of Rural Collective Land

The related rights of rural collective land (ownership of collective land, the rights of rural collective construction land and the rights of using home-building land) is related to the interests of masses of peasants. To accelerate the handing-out of the registration certification is one of the important measures in accordance with the law to protect the legal rights and interests of the rural collective land using right, an important means to strengthen the rural collective land management, but also an important basis and guarantee for the rural collective land using system reform and land registration. By carrying out the registration of using right of rural collective land, it is useful to effectively regulate the rural residential construction and the use of the collective construction land use, to prevent the indiscriminate use of farmland, and to promote the new socialist rural construction, and to maintain social harmony and stability.Through in-depth study of the current survey and mapping regulations, this study discussed the process and the key technology in the rural collective land ownership confirmation based on the rural collective land ownership confirmation in Haicheng and An’shan City, and the mainly studied parts including:1) The process of the rural collective land ownership confirmation, ownership, cadastral survey methods and survey data collation, which provides valuable experience for the land registration work in other districts.2) The implementation of static GPS control survey and the application of fast RTK in the cadastral survey. This technology largely improves the efficiency of cadastral date acquisition.3) Database construction of rural collective land ownership confirmation using Arcgis and Nanjing Database System Management software. The cadastral survey database was founded in Anshan, and this database performed the storage, management and application of the graphics files, integrating writing materials and icons and other information.
