With the results of the ten major constitutional events of the most influential constitution in 2015,the event of "Hebi farmers out of karst cave to the state" in the process of selection caused my attention.It is in the cave that the old farmers found the natural formation of stalagmite,stone columns and other forms,and the unique landscape.The local government closed it to the state and considered it to be a tourist attraction.Analyzing the legal protection of natural resources in China,standing at the height of the constitution,whether the local governments exercise ownership is state ownership.How to remedy the rights of natural resources after infringement?What is the original meaning of national ownership of natural resources?From the ninth provisions of the Constitution and second paragraphs,all natural resources are not only the constitutional basis for the state to undertake corresponding obligations in the field of natural resources,but also the legal source of the relevant laws in the field of natural resources for the government to assign specific obligations to the field of natural resources.To this end,through the normative analysis of the ninth provisions of the constitution,mineral resources,water,forest,mountains,grasslands,wasteland,beach and other natural resources,from the constitutional significance of the state ownership,that is,all the people,the protection,utilization and development of all the people's natural resources,the Constitution requires legislators to further pass through The legal system of the body is fulfilled by the specific law which is consistent with state power and state responsibility.Therefore,it is of great significance to improve the legal protection of the ownership of natural resources in our country according to the problems existing in the judicial practice in our country.
