A Study On The Methods Of Marine Economic Regionalization

There is a wide area of jurisdictional sea in our country, it is the important carrier of economic and social sustainable development, also provide strategic space to the marine management based on the ecological system. In the new century, with the increase in the development and utilization of marine resources, marine economy has maintained a good situation, and plays a significant role in the national economic construction. However, people will face many resources and environmental problems, when they are in the pursuit of ocean’s great economic value. According to the regional differences of marine economy, study the formation, characteristics, structure and function of marine economic zones in the country and costal provinces, coordinate the relationship between development, utilization and protection, aim to promote the rapid and sound development of marine economy, coordinate the resources allocation and economic layout between land and ocean, optimize the spatial distribution, manage and improve the system of marine economic regionalization, further integrate with the practical development of marine economy in our country, form the model of marine economic regionalization theory and method according to our national conditions, provide decision-making basis and technical support for the division of economic region of coastal areas, and the establishment of economic development planning.This paper mainly study on the following content. Firstly, summarize the research situation of marine economic regionalization, the study on marine economic regionalization, both in China and abroad, is not just for marine economy, marine functional zoning and marine spatial planning also play a significant role in promoting the development of marine economy, the foundation of marine economic regionalization base on the theoretical system of regional economics and its development. Then, research on the methods of marine economic regionalization, base on the understanding of economic regionalization methods, combine with the factors which reflect the uniqueness and importance of marine economic regionalization, analyses and research marine economy from the aspect of social economy development, marine development and utilization, resources and environment supporting capacity, and regional potential in development, set up the evaluation index system, compare the indexes which reflect each regional economic factor comprehensively, make grade classification according to regional characteristics, determine the type of marine economic zone, and the scientific and effective scheme of marine economy regionalization. Finally, study the scheme of national marine economic regionalization by demonstration, calculate for the quantitative analysis results of each area’s comprehensive indexes, as the basis of research on the marine economic zones division, and combine with the grade-classification distribution of various types of economic zones, use the practical calculate result of comprehensive indexes in the marine areas, analyze the preliminary scheme of marine economic regionalization, determine the type of each marine economic zone.This paper draws on the practical experience of marine zoning methods, such as economic regionalization, marine spatial planning, and marine functional zoning, etc. Choose the regional development elements which connect directly to marine economy, such as social and marine economy current developing situation, marine resources and environmental conditions, marine economic development potential, determine the composite indicator and build up the index system. Use the matrix distinguishing method in dividing areas, according to the development characteristics in different types of marine economic zones, form the judgment matrix of marine economic zone, divide and determine the marine economic zone type by practical sea areas’ evaluating indicator results, put forward a reasonable scheme of marine economic regionalization, and provide some help to the management work related to marine economic regionalization.
