Coastal and nearshore waters are of significant importance as carriers of economic and social development of coastal countries. However, intensive or excessive exploitation and use has led to such severe problems as ecosystem deterioration, environment worsening, resource depletion, etc., which consequently impose great threat on sustainable utilization of coastal resources, and also affect the deployment and implementation of national strategy and plan of being maritime power in the world.Regional shares from National Sea Area Usage Fund support projects such as remedying and restoring over-exploited sea area. These projects are related to routine production and daily life so closely that their quality is critical to successful investment. And more importantly, restoration projects failing to meet required quality can result in irreversible destructive effect on natural environment and ecosystem of relevant area instead of constructive remediation.The construction process is critical to engineering quality, and also is the core of project quality management. This paper, based on of the project of comprehensive remediation and restoration of coastal zone around Tangshan Bay, carries out the study of quality control in the construction process in this project, and is organized as follows:Firstly, the paper summarizes background, significance, and domestic and international state of the object of study, and then briefly illustrates the meaning and principle of quality control, PDCA and the concept and method of global quality management, which are used as the basis of quality control of previously mentioned construction process. Then, key points of this paper start from analysis of present status of quality management, methods and influencing factors of quality control in the construction process according to irreversible feature of this project. Then, it is clearly pointed that construction process must not only conform to engineering quality control in general construction projects, but also need consolidated quality control and monitoring in its influence on marine environment。The paper clearly indicates the construction of the waters remediation and restoration engineering must conform to the fundamental building engineering quality control, and require the consolidation of the quality monitoring and control of the influence of the marine environment and the relevant measures. Then, this paper formulates corresponding scheme and plan of quality control, among which plans are specially proposed for quality monitoring and controlling in marine environments’influence on and response to construction process. Afterwards, this scheme and plan are applied in the construction process using methodology of case-study, upon which performances are assessed. It also points out existing problems and possible solutions. Finally, it put forwards certain countermeasures and suggestions to similar projects or processes.Scheme of quality control proposed here plays an important role in assuring the quality of the project under study in this paper, and also provides constructive guide for the practice of quality control theory in projects of remediation and restoration of sea areas. This paper also provides a good guide and reference to relevant projects.
