With the rapid development of economy and society, social sensitivity of meteorological disaster increases significantly. Meteorological disaster prevention and mitigation is not just the internal affair of meteorological department, but it transforms into the social public affair which need the joint participation of government and society. Prefectural-Level city, as China’s important economic unit, shoulders the task of developing the regional economy. How to build city-level public meteorological service system scientifically, how to improve the ability of application of meteorological information in the whole society, and how to make use of meteorological service in the economic and social development are directly related to the harmonious development of economy and society as well as people’s vital interests.This paper adopts the methods of literature research, case analysis, system analysis, with the help of social satisfaction survey of the public meteorological service and the SWOT analysis, analyzes the present situation of public meteorological service system of Shaoxing and the existing problems, draws lessons from domestic and foreign research, and thus systematically carries out a countermeasure research for constructing the public meteorological service system. For the lack of innovation in Shaoxing’s public meteorological service system, the singularity of meteorological products, imperfect disaster prevention system and the low public participation, this paper puts forward the feasible policy suggestions, including gradually improving grassroots public meteorological services, actively promoting the government purchase of meteorological service from the society, and establishing the whole society meteorological disaster prevention and mitigation emergency response mechanism with the guide of the meteorological early warning information, etc.
