With the trend of global climate warming becoming obvious, meteorological disaster has happened frequently in recent years, as a result, evaluating benefit of meteorological disaster prevention and mitigation services has important meaning which can benefit meteorologically related department to improve operation mode, promote ability of disaster prevention and mitigation, and serve the masses of people. The paper empirically evaluates the benefit of meteorological disaster prevention and mitigation services in China from the view of provincial, regional and metropolitan level with SE-DEA model respectively and analyzes the impact factor of benefit of the meteorological disaster prevention and mitigation services in China with SEM method by combining the2008survey data of benefit evaluation database of meteorological disaster prevention and mitigation services. As the results shown:(1)from the view of provincial, regional and metropolitan level, the overall standard of meteorological disaster prevention and mitigation services is not high, bigger difference of the SE-DEA value is existed and promotion spaces are huge in the ability of meteorological disaster prevention and mitigation services among every provincial administrative unit, region and metropolitan area;(2)the regional descending order of benefit of meteorological disaster prevention and mitigation services is the eastern,the west and the middle, the metropolitan descending order of benefit of meteorological disaster prevention and mitigation services is Beijing-Tianjin-Hebei Region, Yangtze River Delta, Northeast China Region and Pearl River Delta;(3)the most sensitive variable to the benefit of meteorological disaster prevention and mitigation services can be extracted and purified by sensitive analysis of SE-DEA and limited manpower, material and financial resources can be used in the most needed place;(4)Attention rate of meteorological disaster prevention and mitigation. information and effect degree of meteorological department on the disaster prevention and mitigation aspect have a positive and direct impact on the benefit of meteorological disaster prevention and mitigation services, while the accuracy of meteorological disasters information has a negative direct impact on it;(5)effect degree of meteorological department on the disaster prevention and mitigation aspect has the greatest impact on the benefit of meteorological disaster prevention and mitigation services, and the attention rate of meteorological disaster prevention and mitigation information is the next;(6)the higher of the accuracy of meteorological disasters information, the lower of the benefit of meteorological disaster prevention and mitigation services because of the existence of "Halfway Effects".The paper mainly exists the following innovative points:(1) index system of benefit evaluation of meteorological disaster prevention and mitigation services has been instructed;(2) the general model of benefit evaluation of meteorological disaster prevention and mitigation services has been given and the empirical results of benefit of meteorological disaster prevention and mitigation services have been shown from provincial, regional and metropolitan level.
