The major reason of personnel trapped and casualties is the breakage and collapse of buildings. In earthquake rescue aftershocks and wrong rescue methods build the ruins collapse again is the threat that may influence the safety of the rescue and trapped person. The safety assessment in earthquake rescue is the premise to achieve safety relief. Currently, the domestic and foreign rescues are relying on the structure expert to launch the safety assessment, but in earth site the experts are very shortage and transport or other reason can’t fit the timeliness in earthquake rescue. So according to the urgent need of the safety assessment in earthquake rescue in this article develops the research work about the expert system of the ruins safety assessment. The paper mainly studies the following contents.Firstly introduce the related questions of safety assessment in earthquake rescue, including the analysis of the characteristics of earthquake rescue, characteristics of ruins, security operation risk in the relief of the ruins, basic steps of earthquake rescue and safety assessment of ruins. Basing on these studies we reach the assessment model of the ruins of brick concrete structure, starting from the structure damage, analysis of the characteristics of masonry structure in ruins rescue case. Combination to the national standard “safety assessment of building”(GB18208.2-2001) and “the standard of dangerous building appraisal”(JGJ125-99) analyses the major factors that influence the safety of the ruins of brick concrete structure. After that select the BP neural network model which can imitates human brain neural network. Using experts’ experience solves the problem of safety assessment which full of uncertain factors and complex fuzzy relation. Build 3 layers BP neural network model of the safety assessment of brick concrete structure and trains the model by expert experience and rescue cases. Using the BP neural network model in toolbox of MATLAB realizes the analysis and verifies the reliability of the assessment result by real case in earthquake rescue.Then, complete the preliminary designer of the expert system of the earthquake rescue safety assessment based on B/S structure. Because of the system can simulate expert to solve the problem the expert be used in many fields. The expert system is developing with the advance of science, now the expert system is stepping to the fourth generation. The article fully absorbs the inspiratory, flexibility and efficiency characteristics of the expert system, and preliminary design the expert system of the earthquake rescue safety assessment, including the overall design, function design and the realization of the expert system. The system is based on technology of ASP.NET and the platform of the SQL Server 2008,using the C# programing language to develop the system. The interactive environment of the system is very friendly, intuitive and easy to operate. The expert system mainly contains 3 functions, the ruins safety assessment is the core function module, besides giving the result of the assessment the system also provide the similar rescue case and rescue related literature, in addition to assist to plan the method of earthquake rescue develops the function of estimator, the destination is to provide the references to the plan right rescue route and select the suitable equipment.At last combination with the operation interface of the system introduce the system’s function, characteristics and the method of operation. The article uses the rescue case of Qing Jingwen in “Wenchuan earthquake” show the ruins safety assessment.
