Under the background that earthquake disaster prediction ability is low now,emergency rescue and medical rescue after earthquake are undoubtedly important means to reduce earthquake losses and save lives.Earthquake disaster site usually arises in complex environment and with tight rescue resources,wide rescue scope and other difficulties.Therefore,reasonable distribution of rescue resources and efficient on-site rescue capacity are necessary for earthquake rescue.Based on the data analysis and field investigation of a large number of earthquake rescue,this paper studies the dynamic evaluation method of rescue effectiveness based on the integration of search and rescue medicine from the three main action approaches of the city earthquake rescue: search,rescue and medical treatment.It is suitable for real-time evaluation before and during the operation and the summative evaluation after the operation is completed.The method can be effective for developing certain Visual evaluation software.In the model of effectiveness evaluation,firstly,aiming at the three systems of search,rescue and medical treatment,the factors that influence the operation of each system are comprehensively established,and the index system with hierarchical structure is established.The evaluation target is evaluated by the weighted evaluation model.In the determination of index weight of weighted evaluation model,the evaluation method combining subjective weight based on AHP and objective weight based on cloud theory model is adopted.The importance of subjective weight and objective weight is considered equally.Objective weight is used to revise subjective experience to get more scientific and reasonable evaluation weight.In the expression of evaluation results,this paper presents the cloud theory model image,which can keep the fuzziness of initial score data and the randomness of objective facts.This paper introduces the initial scoring rules of evaluation indexes in the model.According to the actual situation on the spot,the evaluation indicators are given 1-5 initial scores in terms of the actual situation.The initial scoring rules before and during the action are different from those of the action summary evaluation.In the research and development of evaluation software,this paper uses the method mixed programming including C# and Matlab,and uses C# to call Matlab function library to calculate the data of cloud theoretical model.The evaluation software sets up the search system,rescue system,medical system and integrated evaluation system of search and rescue medicine,and finishes the input of the initial score of the evaluation index,and then the evaluation results can be present.Finally,the model is calculated by simulating the rescue site conditions,setting the initial index data,and calculating the model through this evaluation.The results demonstrate that the model and software can realize the preset function and provide guidance for the rescue work on the earthquake site.
