This paper is researched about the emergency rescue command communication system after the earthquake, based on frequent earthquake natural disasters period in recent years.The topics analysis the post-earthquake emergency rescue operations background combined with Wenchuan earthquake and the recent4.20Lushan earthquake, summed up a series of questions about the Sichuan earthquake relief command system,Proposed a post-earthquake rescue communication and command system researched based on the ICE middleware distributed platforms in reliability condition.ICE is an object-oriented middleware platform with independent distributed computing technology what is between the operating system and application program.In this paper,distributed systems with the ICE middleware development technology was innovation applied to the post-earthquake rescue communication and command system.Based on the communication network architecture of system, firstly analysis of the system functional requirements, a comprehensive analysis of communication means about earthquake zone access to wide area network and communication technology of choices to build the earthquake zone local LAN network; proposed the access technology based on satellite communication&supplemented by SDH earthquake dedicated cable in the earthquake zone access WAN, earthquake zone quickly build WiFi-Mesh wireless network on the local LAN;Finally,gives overall design of the post-earthquake rescue command system. Aim at the software architecture,established the command center rendezvous user interface on the ICE distributed system architecture; at the same time,based on the ICE component supports,designed the communication Services snap-in module between the command center communications services and the earthquake zone monitoring station; finally,based on the software architecture,analysis the xml affected information data under each of the hardest hit Stations whose sent, timely feedback the appropriate disaster relief and search and rescue command to rescue teams and units and individuals in the hardest-hit area, in order to achieve the the largest rescue goals and disaster relief expectation. Papers in the first chapter discusses in detail the research significance and proposition basis, a range of issues of emergency communication as background by the Wenchuan earthquake and the the recent4.20Lushan earthquake,emphasis necessity to construct post-earthquake emergency rescue communication network. Followed by the introduction and analysis of the communication network system for earthquake relief at home and abroad,brief describe the characteristics and existing problems of post-earthquake emergency rescue and relief system in the field of China’s earthquake.Finally, through the analysis of system requirements, suitability of proposed this research project about post-earthquake rescue communication and command system,outlined system design and software architecture.The second chapter mainly introduced the theory of ICE middleware what used in the software architecture and elaborated the concept of distributed systems.The third chapter details the system design of the communication network,firstly listed the principles of system design and analysed system technology roadmap; secondly focuses on the the system overall network architecture and design,network architecture was divided into two parts about the network communication technology of earthquake zone access to wide area and the earthquake zone local LAN network construction; finally, for the design of the program,put forward the critical problems and the proposed solutions which existed in the system.The fourth chapter and the fifth chapter designs the system software platform, first put forward the specific functional requirements analysis and the overall architecture process of the software platform. Then do the encoding operation of subscription and publish in IceStorm earthquake emergency rescue information by ICE middleware technology, as well as the Slice language definition of ICE interface. Later writes the GUI of software processing centers and analyses the basic functional structures in the GUI. Finally focuses on the design of program in the communication task management unit and establishing xml database of various parts of data information in post-earthquake rescue. The software platform simulation results and analysis in chapter5simulates the response signal of earthquake response command center, and issued rescue data xml to the command center immediately, try to show success in interactive GUI of the command center.Finally, summarizes the contents of the organizational structure of this project in the conclusions and outlook of sixth chapter, analyses the needs of system to be improved and processing, as well as the outlook on the system adaptive research and technological update.
