In the era big data, 3D visualization on the network of has become core technologies of geo-dynamic simulation, visual analysis, and collaborative decision-making. Traditional 3D geographic data visualization softwares, remain in the rich-client mode. Users need to download client plug-ins. It is not only time-consuming, but also poor browser compatibility, and there are huge security risks. Network application integration is more difficult. With the fast development of the Internet, the conditions of plugin-free and lightweight 3D mapping system developments have gradually matured.Today, data visualization and data mining are developing rapidly. In order to show the charm of the data more directly, and make a wider range of customers easily access to the visualization effect, 3D WebGL programmable rendering pipeline and GPU high performance coloring model, implemented geographical information visualization in web browsers with HTML 5 and WebGL technology were studied in this papers, with the "mobile Internet" as an opportunity, based on 4G high-speed network bandwidth and the HTML5 rich client technology, 3D standard browser, geographical data in 3D interactive video services.In this paper, on the basis of existing research, the development status and the main problems of 3D visualization for geographical information were analyzed and summarized, the purpose and significance of research on 3D visualization for geographical information have expounded. HTML5 has been studied and described, and the same as JavaScript and WebGL technologies. The WebGL programmable rendering technology and without plug-ins 3D visualization technology in web were made the detailed research and study. On this basis, the 3D earth environment platform was developed with WebGL technology, which achieved free plug-in 3D visualization platform in the browser. Through the summarization and comparison of the universality of the existing popular earth environment, I have discussed the advantages and reasons in detail for choosing Cesium map engine. Cesium 3D engine has a lot of advantages in the map of GIS visualization, and Cesium map engine supports hardware acceleration of WebGL, so, it is very suitable for the display of dynamic geographic data. Additionally it is a cross platform, open source, and a very promising WebGIS engine. The approach proposed in paper is based on the network, through the bottleneck of progressive transmission of network data transmission, and according to the requirement and characteristic of Cesium map engine, vector data has been compressed, transformed, processed and integrated to make it readable to the platform, and finally showed through the visualization platform.In the paper, the demands for platform and function are explained. Using WebGL technology, the service of Cesium map engine was released out. Meanwhile, we added controls on the platform, made the 3D visualization of demographic data as an example, to show population statistics data of all provinces of china in the 3D Earth environment, which supporting data inquiring and 3D roaming functions. Finally, visualization platform services with geographical information have been published.
