The Analysis Of China’s Climate Diplomacy Strategy

Climate change has become the new variables that affect international relations and diplomacy. Climate diplomacy is essentially game, its core is the allocation of Carbon emissions resources. Due to the different of the historical carbon emissions, the marginal cost of reduce emissions, and the ecological vulnerability of climate change, climate diplomacy is always full of controversy. In this context, facing three pairs of contradictions: a) Multiple contradictory of the international climate negotiations. b) The conflict between development and energy conservation. c) The issues of ecological vulnerability of climate change, China has been into the "reduction paradox" and "international climate diplomacy dilemma." By combing international climate governance mechanisms, as well as domestic ecological and environmental constraints, to analyze the formation mechanism of these three pairs of contradictions. From the international environment, the game forces of the international climate negotiations are complex, in climate diplomacy, the EU, US, Japan, China and the majority of Third World countries showed obvious contradiction or subtle benefit contact, China faces multiple contradictions. From the domestic environment, China has a sensitive and fragile ecological environment, climate warming caused ecological damage to China has brought great impact, slow down of global climate change is China’s objective needs. On the other hand, China’s development depends on economic development model of high-carbon emissions and fossil coal-dominated energy structure, the cost of reducing emissions is very high.China faces the dual pressures of climate diplomacy from the international and domestic, and during the 18 th National Congress of CPA, the ecological environment is included into the "five in one" strategic layout, this will create a new climate diplomacy beginning. Under the guidance of the report in 18 th Party Congress, from the ecological environment construction, state-building to address climate change, the way of the international climate cooperation and other aspects to argue the strategic goals, the strategic positioning, the strategic position and the strategic layout of China’s climate diplomacy, it will not only be realistic to China’s economic developments,but also make the climate diplomacy become the indispensable component of China’s overall diplomatic strategy.
