Coastal zone was the transition zone between natural elements of sea and land, and the inflows of population, energy and resources, as well as the forefront of resource exploitation and economic development. The over-exploitation of coastal zone not only caused the waste and scarce of resources, but also heavily damaged the ecological environment of coastal zone. Therefore, it was important to achieve a balance between scientific planning and construction, and it was also important to achieve a balance between exploitation and ecological protection.Faced with the contradiction between the exploitation and ecological protection of coastal zone, summarized the ecological sensitive area type and the exploitation ways of coastal zone based on the analysis research of domestic and foreign. Then the suitability assessment system of port construction, town construction, industrial construction, leisure touring and fishery breeding was established, and also established the suitability assessment method based on the model of development potential-ecological constrain, in which the weights of the factors of development potential was obtained by the combining network analysis (ANP) with fuzzy analytic hierarchy process (FAHP), and the rules of superposition of ecological constrain factors was taken to maxima. Meanwhile, Proposed the verification method to assess the results of suitability by using developed area and predict development area based on the model of fuzzy weight of evidence. Finally, a case study of northern city, and divided the area into most suitable development area, high suitability area, medium suitability area, low suitability area and unsuitability area. The proportion of land area accounts for 8.72%.14.29%、17.14%. 29.34% and 30.51%. The proportion of shoreline accounts for 31.11%.11.47%.12.28%. 13.69% and 31.45%. The occupied shoreline of the established port areas, scenic and marine protected areas and prediction port areas to verify the results of assessment, and the proportion of the occupied shoreline of established port areas and prediction port area in the most suitable development shoreline was 87.68% and 78.29%. The proportion of occupied shoreline of Scenic and marine protected areas in inappropriate development shoreline was 76.59%.The results shows that:The model of development potential-ecological constrain can accurately and efficiently assess the suitability of coastal zone development, also can provide a theoretical reference for spatial planning of the coastal zone.
