Study On Realizing Route Of Henan Public Weather Services

Meteorological service is a high-tech and basic social public welfare. Public weather service is an important part of government’s public service. In recent years, governments at all levels put meteorological services into local public service system, which has promoted the rapid development of public weather service. Meteorological service has been playing an important role in our economy, social development and the production of people’s life. However, with the deepening and further development of China’s reform and the rapid growth of our economy and society, people’s sensitivity of meteorological disasters is growing. Therefore, there is more and more urgent demand for meteorological services. The contradiction between insufficient public weather service supply capacity and the rapidly growing demand for it is becoming more and more conspicuous.In the face of the current new situation of reform and development, China Meteorological Administration party requires its staff to consider the public weather service against the National economy and social context. In 2014, China Meteorological Administration introduced a comprehensive reform program to deepen the meteorological service work, calling people to keep the public weather development direction, bravely exploring and actively promoting the socialization of public weather services around the demands from different levels, so as to solve the relatively simple problem of public meteorological service supply and enhance the supply capacity of public weather services. Therefore, it is of great realistic and practical value to study how to adapt the public weather services to the reform trend, how to innovate our concepts of public weather services at this stage and how to make full use of social forces and improve the public meteorological service mode, as well as effectively increase the supply of public weather services capacity and efficiency to meet the economic and social development.On the basis of the existing research results, together with the public administration, atmospheric science, public weather services and other related knowledge, adopting the customer orientation and other relevant theories, through the data collection, summary and analysis of public weather services, the existing problems and the needs in Henan province, we did a profound analysis to the public meteorological service provision means and presented the solutions and suggestions to promote public weather service to the community, illustrated the policy paths, market paths and management paths to realize the public weather service socialization in Henan province. With the realization of these paths, the open and pluralistic legal and orderly pattern of public meteorological services will be established, which can bring the functions of the role of government, market and society in public weather services into full play. Besides, it will better fulfill the functions of public meteorological service in our province, and with the purpose of improving “livelihood-oriented, production-oriented and decision-oriented” service it will provide useful references for the various, fine and professional public weather services.
