The Influence Study On Sea Area Use To Marine Economy Growth In Our Country

More than a decade since, the implementation on the paid use system of marineresources, is significant effect, made great contributions for marine economy and eventhe entire national economy in our country. Combined with China’s nationalconditions, to discuss our marine using impact on marine economy growth, to putforward the strategy on paid use of marine for the acceleration of China’s Marineeconomy growth, have important theoretical value and practical significance to thescientific and efficient utilization with the sea area, the promotion for sustainabledevelopment of marine economy, the implementation of optimal allocation andscientific utilization of marine resources.On the basis of the discussion on the paid use system of marine resources and itspractice in the domestic and overseas, from two aspects：the marine resourcesutilization of marine thrice industrial and the marine resources utilization of coastalareas, we study the influence of the paid utilization of marine resources for the growthin marine gross domestic product, and put forward the marine resources utilizationstrategy on marine economy to accelerate the growth of our country.The impact of the marine resources utilization of marine thrice industrial for thegrowth in marine gross domestic product is mainly manifested in the contribution rateof marine primary industry for marine gross domestic product is low, the contributionrate of marine secondary industry and marine tertiary industry for marine grossdomestic product is higher, the contribution rate of marine secondary industry formarine gross domestic product is the highest. The relationship between the marineresources utilization area of marine thrice industrial and the value added of marinethrice industrial is linear positive correlation. The growth rate of the marine resourcesutilization area of marine thrice industrial and the growth rate of the value added ofmarine thrice industrial in our country in recent years are approaching and smooth. The impact of the marine resources utilization of coastal areas for the growth inmarine gross domestic product is mainly manifested in the larger the differencebetween coastal areas in the aspects of the area of sea area use, charge for sea areautilization and marine gross domestic product. The relationship between the growth ofsea area use area of coastal areas and the growth in marine gross domestic productpresents four kinds of circumstances: the growth in marine gross domestic product isquicker than the growth of sea area use area，the growth of sea area use area is quickerthan the growth in marine gross domestic product，the growth in marine grossdomestic product and the growth of sea area use area are synchronous growth，thegrowth in marine gross domestic product and the growth of sea area use area isalternate growth.The strategy of marine resources utilization on marine economy to accelerate thegrowth of our country mainly includes: the strategy of marine resources utilization ofmarine thrice industrial in our country (including the marine resources utilization ofmarine secondary industry and marine tertiary industry is the priority；the marineresources utilization of marine primary industry is concentrated and save；the marineresources utilization of emerging industry is guaranteed, etc.). The strategy of marineresources utilization of coastal areas in our country (including the different strategiesfor different regions；the comprehensive arrangement of sea area use with theprominent characteristics of the local, etc.). The strategy of marine resourcesutilization on environmental protection in our country (including the strict control tothe environmental pollution； the establishment of the ecological compensationmechanism, etc.). The strategy of marine resources utilization on three-dimensionalcomprehensive utilization of sea area in our country (including the defects of currentinstitution on the paid use of marine resources；the establishment of the right to usesea areas and its price measurement, etc.).
