The21st century is the new century that the human use of the oceans, mankind is a new attitude to march to the sea and developing marine industry is the common theme of human, the ocean has become human’s hope of social progress and development. With the advancement of technology and the gradual deepening human understanding of the ocean, racing to develop ocean wave is growing in the world. History and reality have proven the rise and fall of world powers have had a close relationship with the ocean, the rise of a great nation are each full advantage of the ocean where you can think that the powers are often world-class maritime power. Countries in the world recognize the overall strength of the ocean is an important part of comprehensive national strength, so, they have proposed the development of marine strategies to seize the commanding heights of the ocean, the protection of the marine environment and marine development as one of the important work of the government, in order to achieve maritime power construction of the new target.In this article, firstly, the reviewing foreign marine power development strategy and the China National Offshore development strategy literature. Secondly on the basis of summary literature, combining the theory of sustainable development, comprehensive national strength and international competitiveness of ethical theory, then, apply of AHP decision analysis method to construct a comprehensive maritime power strength evaluation system, and describes the concept and connotation of maritime power and marine power system and targets contained specific elements in the comprehensive strength. On the base of Construction of marine power over the evaluation system and on the overall strength of maritime power evaluation model, the author selects ten major-oceans countries in the world and study of the comprehensive strength in the ocean, according to the evaluation Factors Affecting, analyses the overall strength of the top ten marine power changes. Finally, concluded that the United States is a global maritime power and its comprehensive strength far more than other countries Ocean, Russia, Britain, for the second-level maritime power, roughly equal to the overall strength of the ocean. China、Japan、France only regional maritime power. Although India is a latecomer country, but the overall strength of the ocean has great potential, it is possible to rise for future maritime power.
