On Constructing Of Chinese Maritime Strategy Under Globalization

With the development of globalization, marine issues have become a focus of international political and economic. Each coastal country, positively moving to the ocean, has established its own maritime strategy. Maritime strategy is the general policy of the marine construction, which is of significance in the development of marine. Basing on the theory of Mahan's "Sea Power" and Gorshkov's "Sea Power of the State", the thesis, on the perspective of globalization and the marine characteristic, constructs a maritime strategy conforming China's conditions which can guide Chinese ocean practice, and promote the goal of establishing Marine Power.Sea Power is an essential concept for constructing Marine strategy. Sea power is re-interpreted in this thesis by integrating the development of the world's sea power and the general rules of the characteristics of China's .The thesis define the Sea Power as a kind of comprehensive capacity of a country, which requires coastal countries to protect the safety of sea lanes, safeguard rights and interests of their maritime and to exploit and utilize marine resources by various means, such as military, diplomacy. Base on this, the influence of globalization, to examine the realities of domestic maritime security and exploiting. On the one hand, China has a unique advantage in marine resources; on the other hand, our current situation of the oceans isn't optimistic, such as China's marine Geographical disadvantage, the lack of ocean awareness, continual maritime disputation, grim marine security situation, muddled marine management and blind ocean exploiting. In order to change the backward situation of marine, develop our sea power fully and achieve the goal of establishing Marine Power. Finally, the thesis researches the goal and basic thoughts for the construction of national maritime strategy. Then puts forward concrete measures which are used to construct the maritime strategy from ten aspects. And finally, demonstrates the importance of maritime strategy by discuss the status and effect of the maritime strategy in the national strategy.
