Dilemma And Solution Of Public Meteorological Service Equalization

Public Service Equalization is the hot and difficult issue in present or even the future social-economic life. It is an important systematic arrangement in construction of harmonious society and ensuring social fairness and justice to realize the basic public service equalization gradually. Public meteorological service, as the major sub-system of public service system, is facing an urgent demand of equalization under the increasingly serious circumstances of global warming, disaster prevention and reduction. This thesis reviews the foreign and domestic literatures, introduces the development of meteorological service system since the founding of new China, carries on the empirical analysis on current situation of Taizhou meteorological service and the equalization. It then analyses the connotation and meaning of public meteorological service equalization. It also points out the problems and constraints in the process. This thesis finally explores the integrated solutions to realize the public meteorological service equalization, i.e., establishing and improving new system of public meteorological service equalization. It is the system aimed to meet the public demand, safeguarded by laws, led by government; it is also the system which needs interdepartmental coordination and social involvement.
