Public meteorological service is an important part of meteorological services.Evaluating the benefit of public meteorological service scientifically and objectively is helpful to promote rapid-growing of meteorological institution.This paper uses the survey data which comes from the public meteorological service research in2008and the public sector called the study of evaluation method and technology research about meteorological service benefit,methods called variance analysis,Logistic regression model, optimal scaling regression model etc.And delves into the appraisal procedure of public meteorological benefit from two points,society benefit and economy benefit.The main conclusions include:(1)Age and standard of culture are the main factors of affecting the differences between different groups of public satisfaction of weather service.Therefore,in the public meteorological service satisfaction survey comparing,we can select similar samples in which age and standard of culture are close;(2)The main factor affecting the public meteorological service satisfaction is the public image,the second is the timeliness of forecast and the accuracy of warning.The conclusion can provide reference for the meteorological department to improve the meteorological service quality,so as to improve the meteorological service satisfaction of the public;(3)Difference sex of the public has the remarkable difference in the willingness to pay,in different age,different educational background,different income levels of the public have significant difference in whether to pay and how many to pay,which verifies the effectiveness of the point that,based on the public willingness to pay,evaluate the economic benefit of public meteorological service;(4)Different gender,residence,age,education level and the income of the public have significant differences on the SMS subscription behavior.The research has certain reference significance to increase the SMS subscription rate and enhance the economic benefits of public meteorological service.This research has a certain significance in improving the public meteorological service evaluation methods and the benefit of whole public meteorological service.The paper has the following innovations:(1)From the perspective of social benefit about the public meteorological service,establish the model of influence factors of public meteorological service satisfaction from three aspects:individual factors,perceived quality and public image;(2)From the perspective of the economic benefit about the public meteorological service,carries on the theoretical analysis of the current main evaluation methods,and analysis the validity of view on the willingness to pay for public meteorological service,and the public behavior of meteorological SMS subscription.
