Along with the gradual acceleration of urbanization, the scale of cities is enlarging all the time. However, urban management can not keep in line with urban construction, which has become a growing concern in urban development process. And the underlying problems of such phenomena lie in the comprehensive coordination in urban management process, which are presented as follows: first, the dependency of traditional management methods is too much; second, lack of initiative, comprehensive and timely supervision has made related governmental department passive in fulfilling its duty. As mentioned above, traditional way in urban management cannot meet the needs in modern society. Then, the complement of comprehensive management and the establishment of long-term efficient mechanism are indispensable in megalopolis. This thesis holds the view that the application of grid management in megalopolis will become a new model in 21 century, after consultation of application of grid management in Dongcheng District, Beijing, combination of practical experience and trend in the construction of E-government, and the analysis of current condition of urban management in Shanghai. This model put forward in this thesis divides the management flow into several steps as: collecting information, establishing records, assigning, disposing, feeding back, verifying and ending the case, a model establishing fine-business and all-round time-space coverage, adopting grid management, components management and two axes mechanism, which is a great contribution to the model development in modern urban management.Grid management model put forward in this thesis, in such a background, has important theoretical and practical meaning. Based on the survey of the establishment of grid management platform domestic and abroad, this thesis has analyzed the characteristics, current situation, theory and technological support of the platform.
