Research&Development is important part of stratagem ofmanufacturing development. Manufacturing should research how to improvingadvantage of competition by improving validity of R&D management in theface of press of world market and mainland making and compete based on time.High-level manager and function management expert of manufacturing mustaim at best management mode in their field and consider constantly.1.How to provide new product to market constantly, so it achieves mostvalue for customer.2.How to dig practical and potential market chance better? how toempolder interrelated product satisfying to requirement of customer? How toboost core ability of corporation?3.How to upgrade advantage of competition by most validity of resourcedevotion of corporation R&D?4.How to minimize risk of R&D and have best effect of productexploitation?5.How to support embodiment of corporation stratagem in effect byintegrating resource of product exploitation and technic exploitation.R&D is core operation of corporation, one side it is important support forembodiment of corporation stratagem,it's running in effect assures competitionadvantage of product exploitation and technic exploitation in stratagem carryingsystem. Dupont company USA used PM tomaintain machine in 1957, maintain shutdown time reduced from 125 hours to78 hours. PM has notable effect and extensive application. It is suitable for allkinds of corporation. Now PM application is very extensive in main developedcountry and area, such as USA,Europe,Australia and Japan. PM has used to allfields of country economy such as common working of government ,corporation and caste."Project" contacts all action in high and new science and technology R&Dorganization USA: employees work for project, time card is filled in via project,every branch gets pay by project quotient, employee and company are appraisedby carrying out project. Time card is a instrument checking working time andratifying project fee quantificationally in USA. Fee incarnates at working timefor every project.Microsoft company academe is commissary of knowledge economy ageand high and new technic, it has successful R&D management system andemployee policy. One research at Microsoft application department indicatesthat 88% employees conside r Microsoft is one best working place in this field,it's employee prompting management is successful for so fast developmentcompany. It is modus operandi:1.Endowing with maximal development chance for every employee,3accrediting adequately;2.Paying attention to outstanding achievement scale system ofcommunicating each other.3.Bonus annually and matching stock.R&D project is one kind of project, it can be supervised by PM. In factmodern R&D management has fetched in some PM thought self-conscious ornon-self-conscious. Main problem is that don't research idiographic method atpractice.R&D project management is a complicated system engineering. Improvingsingle management only can not enhance whole project outstandingachievement. We should consider all way synthetically and come into beingorganic whole. Knowing and understandingeffect,station,function,diathesis and ability of R&D manager adequately, it isa basement improving ability ourself,performing duty rightly and doingeligiblel project manager for project manager ourself;it is a reason bringing upand selecting proper project manager, insuring project to succeed for highlevel manager of organization.One institute was build in 1982, it is part of one famous university andlimitless duty corporation artificial person. Jinhe company is one limitedliability company that registered by cadreman of institute for work in systemreforming in 2001. The history of company can cast back to 1979. From theninstitute began to research automobile testing equipments relying on status andwell-known in automobile field of university. It is accomplished inresearching and making brake testing machine,friction material testing machineand friction material product line. It is possessed of 70% in China market andhas some infection in international market. It is such strong technic and longtime and maximal size company in automobile friction material producing andtesting equipments of China. Sale per year exceeds ten million RMB yuan. But now environment has much different to past environment. We find byanalysising actuality, now R&D management mode of Jinhe company has notbeen seasoned with alterant enviroment. Lot of questions had been emerged atsome phase and some way of project. Unless do rectify, the questions are moreand more, incapable redemptive complexion maybe will come at near future.We quote successful theory and method of PM, analysis some question ofR&D management system of Jinhe company: organization frame, R&D projectcontent, plan control, communicate, quality control, cost control, humanresource, whole management and development.We make improving design for R&D management system of Jinhecompany base on fact of Jinhe company, using for reference successful R&Dmanagement experience,theory and method in national and internationalcorporations.1.Adjust organization frame of company;2.Building combine function exploitation team, carrying out projectmanager system;3.Establishing R&D project stratagem of company;4.Scientific process management;5.Building appropriate employee prompting management system;6.Enhancing to manage knowledge property right and building knowledgeproperty right stratagem.The aim of R&D project management design of Jinhe company isimproving validity of R&D management and competition advantage ofcorporation, increasing benefit of employee and corporation continually,developing corporation long time.
