| With the emerging information age, information technology（hereinafter referredto as“IT”）has develop by leaps and bounds, as a result, accompany with IT industry’sspringing up in a large scale all over the place. As the great success achieved in theapplication of project management theory and techniques, in the field of Aviation,Aerospace, National defense, Architecture, the project management methods becomewell-considered and widely applied, gradually caused the attention of more and moreIT industry insiders, and the advanced and mature project management theory andtechniques are introduced into the IT industry gradually, via which they expect toachieve greater success. However, the effects and results of applying projectmanagement theory and techniques are not positive.It is quite common for IT projects’ failure. In the light of this perennial problem,experts and scholars in IT industry are beginning to converge: they believe that thescarcity and inappropriate use of project management methods are the reasons for thefailure of the foregoing problem, rather than technical aspects reasons. Therefore,taking IT projects’ characteristics into account, studying a methodology throughwhich people can make a more efficient use of project management theory andtechniques, and achieve greater efficiency in managing and controlling in IT projects’development and implementation process, is becoming a hotspot of current research athome and abroad.There is an enormous number of enterprises engaged in IT-related business inChina, small/medium sized ones accounted for a large proportion among them, andthey tend to operate and manage their businesses in the form of project. Due to thelack of funds, technology, talents and some other resources, in particular, theirold-fashioned project management consciousness, knowledge and skills, led to thehigher failure rate of small/medium sized IT enterprises, and more than a few of themtoppled into bankruptcy every year.In view of this, based on the characteristics of Chinese small/medium sized ITenterprises as well as their businesses, clipping and integrating project managementtheory scientifically and reasonably, to tailor an efficient IT Project ManagementSystem for them, has significant importance both in improving the overall level ofproject management and the success rate of further developing and improving theoriesproject management-related, which providing reference for domestic small/mediumIT enterprises’ project management.Based on this situation, this paper studies Changchun Anshen TechnologyCompany and its practices in IT project management, by conducting on-siteobservations in this company and interviews with its experts, we get major existing problems and their causes of the company’s current IT Project Management System;on the basis of surveying and analyzing on a large number of literatures, learningfrom domestic and foreign advanced project management theory and techniques, aswell as the optimal practices, with the premise of Changchun Anshen TechnologyCompany’s current size and its owned resources, built an optimized IT managementsystem construction proposal for the company, consisted of construction andformulation of project organization team as well as project management standard andprocess, and the application skills of management tools and methods; by evaluatingand comparing project management maturity before and after the proposal’simplementation, analyzed and tested the validity of the proposal.Firstly, this study solved the challenges Changchun Anshen TechnologyCompany confronted, provided an effective approach and guarantee for theimprovement of its core competencies; Secondly, this paper provides a reference fortheoretical study and guiding practice on construction Project Management System indomestic small/medium IT enterprises. Thus, it has good practical and theoreticalsignificance. |
