By investigating and researching the pro-poortourism experiences of Mayufang village, Diaowo village in Beijing Suburban areas and Bala River Rural Tourism Demonstration Project, the author summarized, made detailed comparison between and analyzed two pro-poortourism patterns which are locally-independent developing pro-poortourism pattern and the government-supported and internationally-assisted pro-poortourism pattern. Based on the detailed comparative analysis on these two patterns and their benefits, the author discovered that despite their different characteristics, they have a common problem in pro-poortourism, that is how to coordinate the efficiency of pro-poortourism and the equal benefits to the poor. Using the theories of Economics and Management disciplines, this thesis analyzes the problems in the development of pro-poortourism, and proposed that the core of coordinating efficiency and equality is to integrate the individual benefit with the community interest, which has two aspects including constructing the local industrial chains and improving the participation depth and effect of the poor. Among them, the cultivation of the local industrial chain can be achieved in such ways as extensively-participated development models, cooperated development of different place, the reasonable introduction of external investment, developing locally-participated tourism products and production integration of tourism commodities. The key to improve the participation depth and effect of the poor is to create the stimulating mechanism including the reasonable benefit assignment mechanism and the decision-making mechanism.
