There is close relationship between energy consumption and economic development. Two energy crises in 1970's have affected the entire world, and energy has been one of the basic factors to restrict economic growth. Now, the extension of study on energy problem is still being broadened and the depth of it is being deepened . Relevant research is rather successful.Energy demand in our country is one of the important factors to influence the world market and the energy problem attracts most attention .Nowadays, China is the only country of oil consumption who consumes coal principally, and she is also the second leading country of energy consumption .Energy consumption has increased Tran normally, especially in nearly two years in our country. The energy situation is serious . We consumed 1. 97 billion ton sce in 2004, increased by 15. 2% compared with last year, and imported 0. 117 billion ton crude oil, accounted for 40% of total energy consumption. Electricity production increased upwards of 15%. In spite of that, 26 provinces still have to restrict electricity. Energy shortage has provoked government's great attention. With the shift of manufacturing from world to China, the energy intensive industry will develop quickly in the future. What's more, energy shortage will continue, because with the construction of fluent society, energy consumption will increase quickly.As the biggest city in our country, Shanghai keeps ahead in social and economic development. With the development of Pudong Xinqu since 1990, she consumed 72. 67 million ton sce energy in 2004, compared to 31.91 million ton sce energy in 1990, increased by 6% every year on average. Energy consumption has speeded up in the new century. It increased by 8% every year since 2001, which reaches 8. 5% in 2004. Because almost all of the energy consumption depends on other provinces or abroad, the contradiction between demand and supply is becoming increasingly acute. The shortage of energy became one of the bottleneck restrictions in economic and social development. Referring to energy utilization, Shanghai is the most advanced city in our country, but still lagged far behind many countries, even below average in the world. The brittle supply-demand balance and fluctuating prices catch everybody's eye. Shanghai has to face a great deal of staggering problems in future, such as how to take appropriate measures to deal with energy market at home and abroad, how to depend on minimum energy in-put to get maximum economic out-put, how to supply energy securely to guarantee economy development, how to realize energy structure transformation, etc.This paper adopts qualitative and quantitative analysis, and does an empirical research on Shanghai. Based on the comprehensive analysis about the characteristics of total quantity energy consumption and structure, this paper uses two indexes: elasticity of energy consumption and energy intensity to analyze the relationship between economic growth and energy consumption, and set forth how the industrial structure influences energy consumption and structure. In the end, it predicts the energy need in order to take proper measures to ensure energy security.
