Agriculture is the fundamental industry on which human beings rely for existence. It is the oldest branch of material production. According to the development of productive forces and economy, it has gone through 3 phases: primitive agriculture, traditional agriculture and modern agriculture. Agriculture in our country is transforming from traditional phase to modern phase. Developing strategy of modern agriculture is countermeasures for realizing the objective, guiding ideology and policy of agricultural development in certain regions in our country. Baicheng City lies in the western part of Jilin Province. 60% of its population take up agriculture and agriculture takes a bigger proportion of its economy. It is an undeveloped region with weak industrial basis, low urbanization, and soil deterioration into desert and saline. Besides, its theory and practice of developing modern agriculture lags behind the developed domestic regions and foreign countries. With China's0 entrance of WTO and economic globalization, it is essential for it to develop modern agriculture. Only in that way can it increase the income of peasants, promote rural economy and build up a well-being society. How to develop modern agriculture is an issue worth exploring under the new historical situation.This paper, based on the connotation of modern agriculture, discusses its conception, characteristics and major forms. It also analyzes the current situation of agricultural development in Baicheng, including the development of crop production, forestry, husbandry, fishery, processing of farm produces as well as its agricultural infrastructures. After analyzing the advantages and restrictive factors of its developing of modern agriculture, the guiding ideology is established on the basis of introduction of successful experiences from developed domestic regions and foreign countries. Synthetic ecological agriculture code based on the combination of forests, grassland and crop fields, agricultural code of"company + household or medium +household"and efficient disaster-proof agricultural code are determined as the developing code of modern agriculture in Baicheng City. Seven established strategic objectives are as follows: agricultural equipment, appliance of agricultural technology, agricultural industrialization, agricultural management and administration, protection of agricultural ecological environment, income from agriculture, living standard of peasants, adjustment of agricultural structure. The following are 8 important strategic measures in it: speed up the development of greenhouse-agriculture of raise the level of agricultural intensification; lay stress on the development of husbandry and cultivate agricultural propping industries; emphasize processing of resource products to put forward the agricultural industrialization; develop labor services to transit farm labors; strengthen the construction of small towns; carry out agricultural technology; quicken the construction of ecological demonstrating areas; improve productive condition of agriculture and ecological environment; continue reforms in countryside and perfect the economic system in countryside.
