| Agriculture is the foundation of a nation, only when the agriculture is strong, so will the nation. The rich nations have nothing but the rich farmer. It will guarantee the long-term stability of nation if the rural society security is stable. The NO.1 central document has continuously focused on the problem of agriculture, rural area and farmers since 2004. The NO.1 central document of 2015 put forward to accelerating the agriculture transformation in the development mode to construct modern agriculture in the new era. Modern agriculture is the first task in the construction of new socialist countryside. The process of construction of modern agriculture is to promote the well and rapid development by transforming the traditional agriculture, improving the production in rural and changing the mode of agriculture growth.The city of Pingdingshan, located in the south center of Henan province, lies in the transition zone between Funiu Mountains and Huanghuai Plains. It belongs to a typical resources city. So progress is to be made in developing new industries to replace resources industry. It is one of the ways to develop modern agriculture, agricultural industrialization for the sustainable development of resource-based cities. While the agriculture-based economic in this city is relatively weak, there are so many problems need to be addressed. In the current study, research with different methods, including reviews, investigation and statics analysis was used to determine the problems in the transformation from traditional agriculture to modern agriculture. The main problems are as follows:1. Agricultural infrastructure and the agricultural insurance systems are imperfect. So living becomes harder in vulnerable places. Farmers’ income security needs to improve rapidly.2. Available land is decreasing with increasing pollution. There are many problems in the land circulation.3. Mechanization and the innovation of science and technology on agriculture is lower.4. The promotion in agricultural science and technology is insufficient because of the low cultural level of farmers.5. The issues exist in agricultural management, so agricultural industrialization needs to further improve.We get some methods to solve the problem according to the current situation including one theme, three projects and five systems. First, strengthen the new agricultural management. Second, three projects will be made in ’thousands’ of construction engineering to create high yielding and high standard grains, industry cluster cultivation engineering in modern agriculture and urban ecological agriculture engineering. Third, the new systems will be take on a new look in Agro-tech extension service fields, agricultural products quality and safety supervision systems, information service system, the agricultural law enforcement system and agricultural science and technology system.Some strategies are as follows:1. Government gives priority in the growth of new agricultural management main body to improve the level of modern agriculture industry.2. Agricultural infrastructure will be strengthened to improve the mechanization.3. The service system will be strengthened by increasing agricultural investment in science and technology.4. The ecological environment and ecological agriculture will be protected the agricultural by optimum and rational utilization.5. Agricultural informatization will turn into reality.6. Protective policy in agriculture will be perfect.7. The agricultural law enforcement system will improve.All the researches will contribute to improve the construction the modern agriculture in the city of Pingdingshan. |
