Analysis Of The Current Status And System Construction Strategy For Seed Industry In Zhejiang Province

Seeds are the most fundamental elements in agricultural production, and are the effective carrier in improvement of agricultural science and technology. The development of seed industry plays essential role for higher yield in agricultural production and the growth of farmers' income. The seed industry in the world has gone through more than 200 years and has reached very high level. In this process, many experiences beneficial to the development of seed industry have accumulated. Since the foundation of PRC (People's Republic of China), the Communist party and Chinese government have put great emphases on seed industry, and thus lay some foundations for seed industry. However, influenced by long period of commend economy, seed industry in China is still in initial stage. With the establishment and improvement of socialist market economy, especially after the issue and implementation of seed law of PRC and the access to WTO, the seed industry in China has faced unprecedented challenges of market competition from both home and abroad. At same time, the competition will also bring opportunities for the development of seed industry in China.The academic circles haven't acquired consensus understanding on establishing seed industry system for the following reasons. Firstly, China is still in its initial stage of developing socialist market economy;secondly, it also needs time for establishing seed market system and completely breakthrough in agricultural administration system including seed industry management system;thirdly, it is in inequity of social and economic development among different regions. In order to further clear thoughts, improve system, steadily promote healthy development of seed industry in Zhejang province, speed up to realize the objective of building strong province of seed industry and serve to agricultural production, this study will systematically analyze and review the current status of seed industry, suggest the strategy and measures to set up seed industry system in Zhejiang Province. These suggestions will be based on the interviews and investigations to seed enterprises and seed administrative institutions in Zhejiang province, referring to the research achievements of others', and integrating with self-experiences in seed industry and daily thinking about seed industry.The thesis first reviews the general situation of international seed industry development;then put more emphases on introduction and analysis of the successful experiences of seed industry in United States which represents the current level of seed industry development and the developmental tendency for seed industry in the whole world in the near future;and finally briefly review the development history of seedindustry in China and Zhejiang province.The present study analyzed the contents and characteristics of seed industry systems, proposed the composition and relationship among these systems. It concludes that the seed industry systems are constituted with seed market system, seed administrative system and seed public support and social service system. Seed market system is core part and backbone. Seed administrative system is the safeguard. Public support and social service system of seed industry is to sustain. These three systems are dependent and interdependent.Aim at the current situation and problems in seed industry of Zhejiang province, in order to enhance the level of seed industry and promote healthy development of seed industry in Zhejiang province, the present study suggests many strategies and measures such as to deepen reformation of the state-owned seed companies, optimize their structures, and establish market mechanism to build strong province of seed industry;accelerate the formulation of local regulations such as implementation methods of seed law in Zhejiang province;reasonably deploy the institutions and responsibilities of seed administration and public support and social service;enlarge the investment and improve the investment mechanism to guarantee scientific development of seed industry in Zhejiang province;and fully exert on the role of seed cooperative organizations etc..
