Crop seed, in the agricultural industry chain upstream, is a very important kind of agricultural means of production, cultivation and promotion of fine breed plays a core role in crop yield’s increase and quality improvement. Therefore, today countries around the world see strengthening seed’s technology research and accelerating the development of seed industry as important mean to promote the development of agriculture. As one of the major grain producing provinces and one of our nation’s six net food out provinces, seed industry’s development plays significant part in agricultural transformation, agricultural modernization and industrialization and ensure national food security. As the main body of market innovation, enterprise makes great sense to seed industry’s development and agricultural modernization. So analysis of seed industry enterprise’s influence factors in Anhui province and exploring the countermeasures of improving seed industry enterprises’ comprehensive competitiveness, have realistic significance and far-reaching impact to cultivate a batch of seed industry enterprise which have independent innovation ability and international brand value, promote the development of seed industry, and improve the competitive ability of the seed industry in Anhui province.Literature at home and abroad about seed industry and seed enterprise is abundant, scholars’ research also provides abundant resources for this article. Scholars have done detail theory analysis about development of the world and our country’s seed industry, which involves seed industry’s development stage, development pattern and development trend. Overall, developed seed industry countries have obvious competitive advantage, but Anhui province and our country as a whole faces many development problems, as a result, scholars put forward relevant development policies. Research about enterprise competitiveness and competitive factors is also nourish, however, study refers to seed industry enterprise’s competitiveness is deficient. This article will do the further research about influence factors on seed industry enterprise competitiveness, and use normative analysis and empirical analysis in the whole, and use a combination of economics and management theory analysis methods, typical analysis, comparative analysis and factor analysis.On the basis of reading literature, this article fully analyzed advantages and disadvantages, opportunities and challenges of seed industry enterprises’ development in Anhui province, and then conducted a comprehensive contrast about competitiveness between seed industry’s leading enterprises in Anhui province and our country mainly by method of factor analysis, fully analyzed seed industry enterprises’ competitiveness factors and comprehensive competitiveness in Anhui province. Through the empirical research, we get the following conclusions, Seed industry enterprise’s competitiveness factors mainly includes two aspects of internal factors and external factors, science and technology research, development of the market operation and business management constitute the internal factors, external factors are characterized by industrial policy and market regulation. Factor analysis results show that first principal component (F1) and third principal component factors (F3) constitute the business management, second principal component factors (F2) on behalf of market operation, and fourth principal component factors (F4) represents the development potential. Seed industry enterprise, represented by Fengle and Quanyin own strong comprehensive competitiveness and have good development prospects, but their business management ability remains to be further improved.Finally, on the conclusion of theoretical analysis and empirical analysis, to improve the development of the seed industry and seed industry enterprises in Anhui province, this paper puts forward the following countermeasures and suggestions, perfect the legal supervision mechanism of the industry, implement enterprise credit preferential tax policy, improve the level of business management, enhance the science and technology research ability, cultivate education complex integration of large seed industry enterprises, so as to promote the development of seed industry enterprises, speed up the pace of agricultural modernization, and realize transformation and upgrading of agricultural development in Anhui province.
