Study On The Status And Model Of Seed Reserve In Zhejiang Province

The crop production is often suffered serious damage due to frequent natural disasters such as flood, typhoon, drought and others in Zhejiang province. Relief seed reserve has an important role in reducing loss caused by natural disasters, stabilizing market prices, ensuring the safety of agricultural production, and also has been regarded as an ideal policy means and made a significant contribution to guarantee seed safety. In the face of frequent natural disasters, to establish a perfect relief seed storage mode and system is very important. In order to clarify ideas, rationalize the system, guarantee the safety of seed industry further, the pattern and existing problems of seed reserve in Zhejiang province were analyzed and some countermeasures to improve the seed reserve system were proposed in this thesis by investigation of the status of representative storage reserve seed companies of Zhejiang Province and based on author’s work experience on seed reserve.The main results are as follows:The main model of relief seed reserve in Zhejiang province was that the government entrusted seed enterprise to store up relief seed, storage enterprises were responsible for seed production, acquisition, storage and processing and get funds, the government was responsible for making plan, instructions and allocation and paying subsidy which included the interest generated from acquisition funds, the fees of storage and processing and processing losses of expiration seed to the enterprises.The main problems existed in relief seed reserves of Zhejiang province were as follows:lake of perfect multi-layer local reserve system and lake of full realization for the importance of seed storage, the decentralized management mechanism and lack of unified and coordinated management pattern, lake of supporting policy for relief seed reserve and facing with great pressure for storage enterprises, slowly updating of reserve varieties and so on.To further improve the development of seed reserve system in Zhejiang province, some countermeasures including fully understanding the role of relief seed reserves, selecting appropriate crop varieties and defining appropriate amounts of seed for reserving, improving the matching policy of seed reserves, enhancing the government’s responsive ability for emergency, making management of enterprises more scientifically, establishing a sound protection base, doing well modern seed enterprise construction and promoting the healthy development of seed industry were proposed.
