The feature of the needs of agricultural science and technology have take place some new changes, including: strengthening the integrated productivity of agriculture, assuring the national food security. Lentitude the pressures that decrease of farm land, deficiency of water resources and decline of eco-condition have made more and more to the agriculture and national economy. Improving the quality of agricultural products and the competition in the market, widening the way of raising farmer's income.etc. Compared with the needs, our agricultural technology extension system face many problems: the investment of public resources and the special funds of government's agricultural extension organization are insufficiently. The system self-development of agricultural technology extension lacks stamina. The subject position of national public beneficial agricultural technology extension is not outstanding. Farmer's association lags behind as the important participation subject in the system. The agricultural scientific and technological organizations do not meet the needs of extension at the new stage, such operating mechanism as the sci-tech extension way await innovation; agricultural producer and operator's educational level can't meet the need of agricultural development in new stage, it's hard for them to admit the modern agricultural new and high technology.Through investigating to the farmer's scientific and technological demand of main producing region of grain in China indicate that the planting is still a main source of farmer's income now, farmer's inputs to the land are steady and increase gradually in recent years, but product cost are higher, and pesticide, chemical fertilizer, power are expensive for them, the problem of low economic efficiency is serious. Nearly half of farmers still land according to their experiences, that is much more than conducted by the technician, the rate of grass-roots agricultural extension in place is not very high. Most farmers received education under middle school, the contradiction between agriculture's high-new technology extension and farmer's poor quality is conspicuous.Facing these problems, the author make suggestions based on abroad managing experience and model on agriculture technology extension, as following: Promoting benefits to the public by government agricultural extension agencies, improving the way and mechanism of agricultural technology extension, building up strong teams of grass-roots agricultural extension, increasing financial support to the agricultural extension. Strengthening the rate of farmers' acceptance technology and in place of technology, raising farmer's educational level. Encouraging the experts go to the countryside to extend agricultural technology and speeding up the technology achievement to turn into the productivity.
