| Since 2004, China have been launching the market-based reform of grain circulation system completely, and pushing the state-owned grain enterprise toward the market completely, to make it really become the competitive body of the market. Because being affected by the planned economy for a long time, the management mode of the state-owned grain enterprise can't adapt the development of the market economy, the human resource management is also the weak link of the state-owned grain enterprise. So there is important realistic significance and strategic significance to improve and strengthen the human resource development & management. The paper is divided into six chapters to discuss this:Chapter 1 analyses how Chinese grain circulation system affects the state-owned grain enterprise. Chapter 2 analyses the present situation and the problem of the human resource management in the state-owned grain enterprise, and the challenge which the state-owned grain enterprise is facing. The logic relation between them: The grain circulation system determines the management mode of the state-owned grain enterprise, the management mode of the state-owned grain enterprise makes the present situation and the problem of the human resource management in the state-owned grain enterprise. The reform of the grain circulation system challenges the human resource management of the state-owned grain enterprise.Chapter 3 clarifies the basic thinking of improving and strengthening the human resource management, emphasizes that the people-oriented management thought is very scientific and important. Chapter 4, chapter 5 and chapter 6 discuss the method and the path of establishing and improving the system of the human resource management in the state-owned grain enterprise from three important problems and key links, which are of making the human resource plan actually, building up effective motivation mechanism,and rebuilding the excellent enterprise culture etc.The author tries to make some innovations on the application of the motivation theory, the stakeholders theory, the enterprise strategy management theory and the enterprise culture theory. |
