As the largest state-owned water-supply corporate in Beijing, L Group shoulders the responsibility of ensuring top quality water-supply for the entire city. In recent years, L Group is going through management and operational difficulties such as slow response to market changes and so forth. One of the main reasons might be account for this current state of L Group is that it operates under the planned economy for a number of years, which leads to problems such as not familiar with the market economy, lack of operational knowledge and experience as a corporate. The profile of being a large scale state-owned corporate that plays a key role in the national economy makes the current state even harder to change. This dissertation believes that to achieve long term development, the Group should face external opportunities and challenges, pay close attention to its human resource management, adhere to a people-oriented philosophy, and acknowledge the necessity of building a suitable human resource planning & training system, and a scientific career development program, thereby matches the human resource strategy to the Group’s overall strategy.As a monopolizing business, L Group is experiencing policy loss for years due to its nature of serving for public good, therefore the Group is not able to provide competitive salaries. Factors such as not paying sufficient attention on human resource management and the absent of expertise in this regard, together with the above mentioned reason have lead to a human resource bottleneck to L Group’s market performance and long term development. This could be observed in the facts of difficulties in hiring talents, ineffective training, dissatisfying working efficiency, and a high turnover rate among high-skilled staff members.This dissertation performs a systematic study on the current state of L Group’s human resource management by linking research practices with the abundant theories in the management and human resource management fields. In the dissertation, the author looks into data collected from the Group, discusses observations of its human resource management routines, and analyzes the issue from various aspects. Examining the current situation with the employing of internal advantages, disadvantages at great length.On the basis of the major findings, the dissertation brings forward its suggested countermeasures in five aspects, namely hiring, training, career development, evaluation and compensation. The research is to serve as a reference for human resource management reform for L Group as well as for other players in the public sector, and to contribute to the improvement of residents’ living quality.
