As we all know, human resource, which is the first important resource, itis the motive force of the development of the society. Human resources managementplays an essential role in the modern enterprise management and presents acompletely new management theory and management system different from thetraditional personnel management.State-owned enterprises are an important part of national economy and themain origin of national economic income. Since China reformed and opened up tothe outside world, over twenty years has passed, and the history of state-ownedenterprises reform has more than one decade. Via taking a. series of measures,such as contract system, factory director responsibility system, modernenterprise system, state-owned assets authorized management and so on, thedistribution and property right mechanism of state-owned enterprises hasbeen reformed, and their performances and strengths have been largelyimproved.Although State-owned enterprises's reform abtain successfully breakthrough,we should have cognizance of subsistent problem, especially on human resourcemanagement. We still have very long road to take toward modern company system.The paper focuses on the human resources management in the state-ownedenterprises; the purpose of the researching is as follows. Author want tointegrate the theory of modern human resource management with actual cases inanalyzing the status quo of the human resource management in State-ownedenterprises and proposing a solution to it. the analytic approach include themethod of microscopic economic's analysis, contrasted analysis and dynamicanalysis etc.This thesis is divided into three chapterIn the first chapter, the author intend to expatiate on some correlativetheories of human resource management include the definition, content andsignificance of HR management, and analyze their personal differences betweenmodern HR management and conventional personnel management.In the seacond part we analyze the characteristic of the human resourcesmanagement, developed history, status quo and cause in the state-ownedenterprises. In the third part we propose a strategy of constructing human resourcemanagement system in stat-owned enterprises.On goverment function side:1. afford a advantaged system condition to stat-owned enterprises.2. reform and improve the system of person selected and appoint on the directorof enterprises, establish the market of executive talent.3. establish the salary system for promptings operators.On the behavior of enterprises:1. Generate strategy of human resource management seriously, and build up theconception of "talent-oriented management".2. reinforce and complete human resource layout, optimize the framework of thehuman resource.3. Build up good performance evaluation system.4. Making the distribution method of income perfect.5. Increase training strength of employees.6. Use the advanced human resource management method of foreign-ownedenterprises for reference.
