The Study Of Support Modells For The Aged In Countryside

At present, the problem of the pension for the aged in China's countryside is faced with at least five problems: the first, the process of aging in the countryside is very serious; the second ,the family support for the aged is decreasing; the third , the poor economic developing has restricted the improvement of the standards for support for the age; the fourth, the system of the support for the aged is scare; the fifth is that there is a lack of resources that the aged in the countryside can use; the sixth is the arrangement of the aged for their aged life is not clear. In order to solve these problems, we have to make clear the problem of the supporting resources and supplying system for the aged, which is to say, the model of the support for the aged where the supporting resources and supplying system are combined together.Based on the analysis of the five problems that faced by the support for the aged in the countryside, the article has a new definition of the model of the support for the aged. The model of the support for the aged is a theoretical concept of the inner nature and working rules, which are determined by the developing level of social productivity and social economic system, concepts and ideas, and social customs adapted to the social productivity. The main influencing elements of the choosing of the supporting model for the aged include the developing level of social economy, the social economic running situation during a certain period, the guide of the economic regulations, the system arrangement, the number and structure of the population, the historical and cultural traditions and the motivation and interests of micro individuals. According to the grouping principle of who is the provider of the supporting resources, the supporting model for the aged is grouped into three categories in this article: traditional family supporting model for the aged, the social security model of the support for the aged, and the self-supporting model, which are further discussed in the article.Under the traditional family supporting model for the aged, the supporting resources are mainly provided by the children. At present, this model is still dominant in countryside. On the one hand, this model has provided a basic protection for the aged peasants, and plays an important role in maintaining a stable countryside and even a stable society. On the other hand, as the developing of the society and economy, it is more difficult to further implementation the functions of the family support for the aged. On base of that, the tendency and conditions of the traditional supporting model for aged are further discussed in the article.About the part of the social security for the aged, the basic situation about the implementation of the social security system for the aged in the 1980s and the reasons for its failure are introduced here. Also the conditions for the implementation of the social security system in the countryside abroad are concluded. The key is to explain the basic conditions that are formed for the social security system in the countryside at present and the according tragedies.Self-supporting model exists popularly in the countryside, however, it has not been promoted and guided as a formal system. On base of exploring the reasons for the existing of this model, the problems facing the model and the developing tendency are discussed.The unbalance of the economic, social, and cultural development of different regions determines the situation that in a certain period, there will be various models of the supporting system for the aged in the countryside. And in this kind of situation, the government has to make use of its function of systematic supply and macro regulations, and finally realize the integration of the supporting models for the aged both in the rural and urban areas.
