Human talents are the most precious resources and most critical capital for enterprises to survive and to success in the fiercely competitive global market. Whether the enterprises have persistent competition power or not, results from whether the enterprises have the scientific and sound human resources (HR) management or not. Therefore, based on the requirements of the NC industry development, how the NC enterprises in china has managed and exploited HR, built the attractable environments, formed the system in favor of HR exertion, which have important significance to improve international competition power for the NC industry in china.As an important part of the tackle key problem subject of national 10th five-year plan named "Research on the Human resources exploitation and Raising Marketing Competence of the NC industry in china", based on the investigation of the experts and the NC enterprises, this paper analyzes the actualities and the needs of HR of the NC enterprises, and gives some views on the HR management related with the mechanism of the human resources management of the NC enterprises and the national education system, for example, the NC enterprises should have built up the planar pattern of HR management, fostered the thought of "human oriented", increased the investments of human talents , perfected the system of HR management(include training system, using human talents system, the system of valuation of the achievements employees, incentive system, salary system, etc), and the systems of Chinese education.Based on studying the actualities, the needs and the reasons that cause this actualities of human resources of the NC industries, this paper makes integrative analyses and puts forth some own opinions on the exploiting and management of HR. So this paper has practical value for improving the actualities of the HR and enhancing competition power of the NC industry.
