As an important branch of outsourcing, human resource management outsourcing can help companies to reduce management costs and improve management efficiency. Domestic and international research in this area is rich and has many cases. As large state-owned enterprises in China, due to various reasons, electric power enterprises are still not begun studying on this problem. With the deepening of the power system reform, the business environment of electric power enterprises is rapidly changing. In order to overcome the problems of the human resources management and focus on improving enterprise core competence, electric power enterprises also have the urgent needs for human resource management outsourcing.In accordance with the flow chart, this article analysis of various aspects of the electric power enterprises’human resources management outsourcing from outsourcing’s preparation, execution and control. It quantitative analysis three main issues including whether outsourcing, which projects need to outsourced and outsource to which service facilitator; using the AHP, Fuzzy Comprehensive Evaluation, combination of AHP/DEA and so on; in accordance with electric power enterprises to focus on doing the illustrations. About the risk and incentive of electric power enterprises’ human resources management outsourcing, this paper also puts forward circumvention methods and optimal incentives. In addition, from the government and the electricity power enterprise level, we explore the mechanism problem, feasibility of subcontracting mode and the management of outsourcing service facilitator.This paper includes and the basic aspects of resource management outsourcing and the whole process, helpful to electric power enterprises understand the human resource management outsourcing, provide reference for practice of electric power enterprises resource management outsourcing. It has important significance in solving the problems of the human resources management of electric power enterprises, developing the human resource management outsourcing business, improve the electricity enterprise management efficiency and core competitiveness.
