Studying On The Logic Analysis Method And Its Application In Governmental Performance Management

Since the middle of the 1980s, the western countries have proceed -ed the reform of Government Performance-based Management, which is wanted to solve the deficts, improve the governments' expression, and establish the public trust relation. The reform has obtained a big achievement. but, because of lacking the theory and of methodology the performance, performance-based management and performance evaluation are not normal, and this affects on its application. In 1970s, the American International Development Agency developed the logical framework approach (LFA) based on input-output principle. Many international organizations use LFA as main post- evaluation method for the aid projects. Because the input-output method has many limitations, its application is frustrated. in 1990s,with the result-based management of the governmental core reform, the Logic Analysis Method was improved and recognized by governments , become the one of important methods in the government performance for performance analysis and its methodology was also gradually perfect. The Logic Analysis Method is also called logic model or chains of Reasoning. It is to set conditions and analyze every kind of possible outputs and results ,then find the interrelations among the considered things through logic reasoning, and look for internal relation between input of public funds and results which is brought by inputs. It is a very important methodological tool in western government performance management. There are much research of theory and application in western government performance management on it, but currently there is no such study about the logic models in China.
