Analysis Of The Government Science And Technology Investment Of Jiangxi Province Performance Based On Dea Method

Along with the aggravator of economic globalization, competition among the countries depended on science and technology rather than on the politics, economic, defence or anything else. A nation’s level and strength of technological development and scientific larger depended on scale and of investment in science and technology. In recently years, in order to improve the overall economic strength of countries and promote the development of the economic and society, countries continued to increase the intensity of investment in science and technology, our country is no exception. In order to measure performance of the inputs of science and technology of the local government, the article adopted qualitative analysis and quantitative analysis method to analyze objectively the performance of the inputs of science and technology of Jiangxi province, found out the factors which effected the performance of the inputs of science and technology of Jiangxi province through contrasting with others, and made suggestions to improve the performance of the inputs of science and technology of Jiangxi province. The innovation of the paper was to select a DMU as analyze target, the result was niche targeted, and correctly distinguished the government input of science and technology between region and the centre, distinguished the input of science and technology between government and other main market players, and identify their location, and creatively put the input of science and technology of enterprise as an output rather than an input.From the view of qualitative analysis, the paper compared the state of development in Jiangxi with other cities through system, gross, structure and efficiency, found the gap of input of the science and technology between Jiangxi and other cities in top level, average and overall level. From the view of quantitative analysis, the paper adopted date envelopment analysis, by determining the evaluation norm, selecting the suited DMU、 systemic evaluation indicator and proper evaluation model、 application software and looking for related data, we got the result of DEA and found out the result of low performance of the inputs of science and technology of Jiangxi province.Through qualitative analyze and quantitative analyze, we can see that the government of Jiangxi province tried their best on science and technology and made some progress on science and technology, but there are still many problems exist, for example, management level is still low, professional division wasn’t refined enough, the scale of the inputs of science and technology was not enough, science and technology achievement transformation level is not high and the structure should be optimize. From the result of the calculation about DEA, we can see that increasing returns to scale led the performance of the inputs of science and technology of Jiangxi province to be low. In other words, the inputs of science and technology of Jiangxi province was at the stage of increasing returns to scale because management level is still low, professional division wasn’t refined enough and the scale of the inputs of science and technology was not enough, so the government of Jiangxi province should increase the inputs of science and technology, divide the labor and raise the level of management, so that the economic and society would improve. From the technology efficiency, we can see that the input was technological effective.In a word, to evaluate the performance of the government investment in science and technology of Jiangxi province, we found that the performance has not yet reached the optimum level, need to be further improved. According to the problems in the development of science and technology in Jiangxi province and the factor which result the performance of the government investment in science and technology of Jiangxi province, the paper put forward six point of suggestions to improve the performance of the government investment in science and technology of Jiangxi province. First, to deepen the reform of science and technology and to establish a new management system whose clou was market-oriented and innovation; second, enhanced the openness and cooperation and established and and perfected the growth mechanism of government investment in science and technology; third, increased the size of government inputs in science and technology, in particular, focused on agriculture, fundamental research, the field of emphasis priority and the field of priority, deployed the scientific and technological resources rationally; fourth, promote the cooperation between government and other main market playors and strengthened the exploit of special transformation Fund of science and technology, and improved the transformation from theory to reality; fifth, perfected the talent incentive mechanism and develop the high level person of science and technology; the last, established and perfect the scientific and technologic support system for sustainable development. To improve the government inputs of science and technology in Jiangxi, achieve the purpose of optimizing the resource allocation, so that the economic and society of Jiangxi can develop fast and Sustainable.
