Research On Regional Science & Technology Cooperation Of Guangdong And Macau

Nowadays under the economic integration and globalization, the scientific technology is development rapidly. Regional cooperation is the trend to the development of economy. The strength on technology is the core of regional competition. In order to integrate the core competitive ability of Macau SAR and Guangdong province, the two regions had signed the"Arrangement of Science & Technology Cooperation of Guangdong and Macau"in 2004, which have clearly outlined the cooperation on various areas including technology investigation, technological skill, facilities, specialists, capital, services, etc. The agreement has emphasized the cooperation on five specific areas that are electronic communications industry, medical and health, environmental technology, oceanic integrated technology industry and the traditional advantageous industry. Together with a series of regional cooperation agreements such as"Arrangement of Pan pearl River Delta", these are all indicated that the cooperation and communication on economy, trading and technology aspects between Macau SAR and Mainland China have entered into an upper stage.This study focuses on the scientific and technological cooperation between Macao SAR and Guangdong Province. Through the review of the scientific and technological policies of these two districts, this study provides the analysis and examination of the possibility of the cohesive technological development between Guangdong and Macao in every aspect;By way of comparing to the foreign study on the scientific and technological development tactics and policies, as well as analyzing the current situation and demand of scientific and technological cooperation between Macao and Guangdong, the study discusses the subsistence possibility of the scientific and technological cooperation modes; This study also examines the obstacles and difficulties in system and other aspects for the scientific and technological cooperation between Macao and Guangdong, and to explore the solutions to these obstacles and difficulties. In this regard, the platform of the scientific and technological cooperation between Macao and Guangdong can be built under the principle of mutual reciprocity and benefit, having complementary predominance and development together.The study is organized into five chapters. Chapter One is mainly the discussion of the concept and scope of the regional technological cooperation. Chapter Two includes the analysis of the various modes of technological cooperation executed inside and outside Mainland China. Chapter Three contains both the retrospection of the development process and the general components of regional technological cooperation at Macao SAR and Guangdong Province, and the analysis of the obstacles and feasibility factors to the regional technological cooperation. Then based on the previous theories and analysis, the system and the policy to innovate the Macau SAR and Guangdong Province technological cooperation are established in Chapter Four. Finally, the suggestions of various development policies together with implementation schemes are provided in Chapter Five.
